Is it necessary to have two keys (files) to prepare the digital signature key?

Yes. The first key is for applying a digital signature, the other one, the public key, is for verifying the digital signature. The public key is always automatically placed in the bb workspace database in case you need to check the digital signature, which had been applied earlier, for example, before the digital signature key change. This provides complete continuity of mechanisms of digital signature verification in any time.
